What is NERC O&P 693 compliance?

NERC O&P compliance refers to meeting the Operations & Planning family of NERC Reliability Standards — including FAC (facility ratings), PRC (protection and control), MOD (model validation), and TPL (transmission planning) — that apply to registered entities under NERC’s reliability framework. FERC Order 693 was the order that approved the initial set of mandatory Reliability Standards from which this standard family developed.

Any entity registered with NERC under a functional category tied to generation, transmission, or planning — such as Generator Owner, Generator Operator, or Transmission Owner — is subject to the O&P standards applicable to that specific registration.

FAC-008 (currently in force as FAC-008-3, with FAC-008-5 addressing inverter-based resources) requires registered entities to establish and document facility ratings methodology for generation and transmission equipment. Facility ratings documentation is one of the most common sources of NERC audit findings because it requires traceable evidence back to original equipment nameplate and design data.

A gap analysis compares an entity’s current documentation and program maturity against the specific requirement language of each applicable standard, identifying not just missing documentation but evidence that exists but wouldn’t withstand an auditor’s follow-up questions.

Yes. PRC-029-1 is currently the primary standard governing ride-through performance for inverter-based resources, and these facilities are also subject to applicable FAC, MOD, and CIP requirements depending on interconnection characteristics and registration status.
